Raymond L. Billotte

Ray Billotte joined the JMI Board in April 2014. With more than 25 years managing both urban and rural trial courts, he brings a wealth of knowledge and experience of court operations to JMI. As a consultant with USAID, Mr. Billotte assisted with criminal justice reforms in Mexico, served on numerous state and national committees addressing jury reform, technology in the courts, preservation and transcription of court records, and has been acknowledged by public and private organizations for his work on improving access to justice, juror diversity, and court/community collaboration. Mr. Billotte is the Administrator for the Judicial Branch of Arizona in Maricopa County. Appointed in 2012, he functions as senior executive for the nation’s 4th largest trial court. Previously, he served as the District Court Administrator for the 5th Judicial District of Pennsylvania (Pittsburgh) 1996-2012. Mr. Billotte holds a Master’s Degree of Public Management from Carnegie-Mellon University and is a 1991 Graduate Fellow of the Institute for Court Management’s Court Executive Development Program. He continues to be active in numerous court management organizations, including the National Association of Court Management, Urban Court Managers Network, National Conference of Metropolitan Courts, and the Arizona Association of Superior Court Administrators.
