Elaine Nugent-Borakove
ELAINE NUGENT-BORAKOVE is President of The Justice Management Institute (JMI), and Director of JMI's Washington, D.C, office. She joined JMI in 2007 bringing more than 20 years of research experience in criminal and juvenile justice to the organization, including a decade of experience working with state and local prosecutors. She is responsible for program development, staff recruitment, and management of JMI research and technical assistance projects funded by national, state, and local governments and by foundations. Her recent work at JMI has focused on criminal caseflow management in Fulton County, Georgia, and King County, Washington; development of evidence-based criminal justice system practices (as JMI's project director for a four-organization consortium working with the National Institute of Corrections); and judicial re-districting in the state of Tennessee.
Prior to joining JMI, Ms. Nugent-Borakove served as the Director of the Office of Research & Evaluation at the National District Attorneys Association's American Prosecutors Research Institute. Her work in this area included developing a quantitative method for objectively assessing prosecutor workload and projecting resources as well as the development of a performance measurement framework in prosecution. She has authored numerous publications and reports on the criminal justice system for both federal, state, local, and foundation clients and is the co-editor of The Changing American Prosecutor that will be published by SUNY Press in 2008. She has authored numerous book chapters on prosecution including one that will be published in Visions for Change: Criminal Justice for the 21st Century to be published this summer by Prentice Hall. Her work has also been published in a number of journals include Victims and Offenders, International Journal of Comparative and Applied Criminal Justice, Forensic Journal of Nursing, and the American Journal of Criminal Justice.
Ms. Nugent-Borakove obtained her M.A. in Sociology with a focus on criminology from George Mason University.
