BARRY MAHONEY
BARRY MAHONEY is President Emeritus of The Justice Management Institute (JMI), a Denver-based non-profit organization that conducts research, technical assistance, and education and training programs focused on improving court and justice system operations. This is the second time he has been JMI's President. He helped to found JMI in 1993 and first served as JMI's President from December 1993 to January 2002. His current work at JMI focuses principally on improving criminal caseflow management and alleviating jail crowding in several populous counties in the U.S. Following up on earlier work on strengthening rural courts, he is also directing a JMI project on Improving Rural Courts. In recent years, in addition to his work in the United States, Barry has worked internationally as a consultant for Rule of Law projects in Mexico, Serbia, Kosovo, Ukraine, and North Africa. He has also served as a consultant for the Council of State Governments' Criminal Justice/Mental Health Initiative and for the American Bar Association's Criminal Justice Standards Project. He was the Reporter and author of Commentary for the ABA Standards on Speedy Trial and Timely Resolution of Criminal Cases (2006) and was the Commentary Editor for the Third Edition ABA Standards on Pretrial Release (2007). In earlier years, Barry had extensive litigation experience handling criminal and constitutional law cases as an Assistant Attorney General of the State of New York. He has also been an Associate Director of the National Center for State Courts, the Director of the London Office of the Vera Institute of Justice, and Director of Research at the Institute for Court Management. He is a graduate of New York City public schools, Dartmouth College, and Harvard Law School, and holds a Ph.D. in Political Science from Columbia University.
