Elaine Nugent-Borakove Named to Succeed Barry Mahoney as President of JMI

Elaine Nugent-Borakove, currently the Vice President and Chief Operations Officer of The Justice Management Institute (JMI) has been named by JMI’s Board of Directors to succeed Dr. Barry Mahoney as President of JMI, effective January 1, 2010. Her appointment was announced by Harvey Solomon, the Chair of JMI’s Board of Directors. Dr. Mahoney, who has twice served as JMI’s President, will resume his former title of President Emeritus when Ms. Nugent-Borakove becomes President. He will remain actively involved in JMI’s work.

In announcing Ms. Nugent-Borakove’s appointment, Harvey Solomon noted that she has long been recognized as a leading criminal justice consultant and researcher and has played an active role in JMI’s operations and planning for over two years. “Elaine has a superb reputation among practitioners and researchers, and she has a clear sense of the potential for JMI to be a leading force for justice system improvement in the years ahead” said Board Chair Harvey Solomon in announcing the appointment. Dr. Mahoney added that “Elaine has been a terrific member of the JMI senior staff. I am confident that she has the vision, ability, and energy to lead JMI effectively in the coming years.”

Ms. Nugent-Borakove joined JMI in 2007. Since then she has led or worked on JMI research and technical assistance projects involving development of evidence-based decision-making in criminal justice, sentencing policy, analysis of court system workloads, and overall criminal justice system improvement in several large jurisdictions.

Prior to joining JMI, Ms. Nugent-Borakove served as the Director of the Office of Research & Evaluation at the National District Attorneys Association’s American Prosecutors Research Institute. Her work in this area included developing a quantitative method for objectively assessing prosecutor workloads and projecting resource needs as well as the development of a performance measurement framework in prosecution services. She is the author of numerous publications and reports on the criminal justice system for federal, state, local, and foundation clients and is the co-editor of The Changing Role of the American Prosecutor (SUNY Press, 2008). She has also authored numerous book chapters on prosecution including one that will be included in Visions for Change: Crime and Justice in the 21st Century (Prentice Hall, 2009).

In accepting the appointment as JMI’s Incoming President, Ms. Nugent-Borakove emphasized that she would work to continue and expand JMI’s role as an organization that is highly effective in catalyzing justice system improvement. “I love what JMI does,” she said, “Bringing together the components of the justice system—including courts, prosecutors, defense, law enforcement, and corrections—that too often act in isolation. JMI has a long history of working collaboratively with other organizations on cutting edge initiatives, and will seek to continue the traditions of collaboration and innovation. I know that the economic situation may be difficult, but I look forward to the challenges ahead.”

The Justice Management Institute is a Colorado-based non-profit organization formed in 1993. JMI conducts research, education and training, and technical assistance projects focused on improving the operations of justice systems at the state and local level. Since it was founded, JMI has been involved in over 250 projects in state and local jurisdictions across the US and in several foreign countries. The Institute is governed by a seven-person Board of Directors consisting of individuals with extensive experience in justice system operations.
