Elaine Nugent-Borakove Named to Succeed Barry Mahoney as President of JMI

Elaine Nugent-Borakove, currently the Vice President and Chief Operations Officer of The Justice Management Institute (JMI) has been named by JMI’s Board of Directors to succeed Dr. Barry Mahoney as President of JMI, effective January 1, 2010. Her appointment was announced by Harvey Solomon, the Chair of JMI’s Board of Directors. Dr. Mahoney, who has twice served as JMI’s President, will resume his former title of President Emeritus when Ms. Nugent-Borakove becomes President. He will remain actively involved in JMI’s work.

Ms. Nugent-Borakove joined JMI in 2007. Since then she has led or worked on JMI research and technical assistance projects involving development of evidence-based decision-making in criminal justice, sentencing policy, analysis of court system workloads, and overall criminal justice system improvement in several large jurisdictions.

Prior to joining JMI, Ms. Nugent-Borakove served as the Director of the Office of Research & Evaluation at the National District Attorneys Association’s American Prosecutors Research Institute. Her work in this area included developing a quantitative method for objectively assessing prosecutor workloads and projecting resource needs as well as the development of a performance measurement framework in prosecution services. She is the author of numerous publications and reports on the criminal justice system for federal, state, local, and foundation clients and is the co-editor of The Changing Role of the American Prosecutor (SUNY Press, 2008).

The Justice Management Institute provides four types of services to the justice community:

Technical Assistance: assisting courts and justice system agencies in identifying operational problems and developing practical ways to address them. JMI's technical assistance work focuses on key areas such as caseflow management, workload assessment, developing and improving programs and services, and information sharing. For example, JMI works with jurisdictions to address problems involving backlog, delay reduction, jail crowding, and slow and inefficient case processing.

Education and Training: JMI conducts conferences, workshops, and seminars for judges, managers, and staff involved in the administration of justice. JMI has particular expertise in programs for interdisciplinary teams of justice system practitioners to design and implement innovative programs "back home."

Research and Evaluation: JMI conducts research, by itself and in collaboration with others, to broaden the base of knowledge and effectiveness of court and justice system operations and programs. JMI's research is action-oriented, designed to develop knowledge, information, and analytic approaches that can be used by those managing courts and justice system institutions to improve their operations and performance and increase accountability.

Information Dissemination: JMI produces and disseminates project reports and other information to assist the justice system community and the public better understand and improve the operations of the justice system.


Network Groups JMI coordinates the activities and facilitates meetings of several groups interested in improving the management of trial courts and conducting research and evaluations of trial court programs and activities.
