Barry Mahoney Named to Succeed Alan Carlson as President of JMI

Dr. Barry Mahoney, a leading justice system consultant and former President of The Justice Management Institute (JMI), has been named by JMI’s Board of Directors to succeed Alan Carlson as President of JMI, effective September 1, 2008. Mr. Carlson, who became JMI’s third President in January 2002, will be leaving JMI in September to become Chief Executive Officer/Clerk of Court/Jury Commissioner of the Orange County (CA) Superior Court. Dr. Mahoney will serve as President on an interim basis, pending selection of a permanent President of JMI early in 2009.

Elaine Nugent-Borakove Designated as JMI’s Vice President and Director of Washington, D.C. Office

Elaine Nugent-Borakove, a leading criminal justice consultant and senior staff member with The Justice Management Institute (JMI) will become JMI’s Vice President and Director of JMI’s Washington, D.C., office on September 1, 2008. Her appointment was announced by Alan Carlson, JMI’s President, and Barry Mahoney, who will succeed Mr. Carlson as President in September. In her new position, Ms. Nugent-Borakove will have particular responsibility for staff recruitment, development of JMI programs and projects, liaison with other organizations working on justice system improvement, and management of many of JMI’s projects.

The Justice Management Institute provides four types of services to the justice community:

Technical Assistance: assisting courts and justice system agencies in identifying operational problems and developing practical ways to address them. JMI’s technical assistance work focuses on key areas such as caseflow management, workload assessment, developing and improving programs and services, and information sharing. For example, JMI works with jurisdictions to address problems involving backlog, delay reduction, jail crowding, and slow and inefficient case processing.

Education and Training: JMI conducts conferences, workshops, and seminars for judges, managers, and staff involved in the administration of justice. JMI has particular expertise in programs for interdisciplinary teams of justice system practitioners to design and implement innovative programs “back home.”

Research and Evaluation: JMI conducts research, by itself and in collaboration with others, to broaden the base of knowledge and effectiveness of court and justice system operations and programs. JMI’s research is action-oriented, designed to develop knowledge, information, and analytic approaches that can be used by those managing courts and justice system institutions to improve their operations and performance and increase accountability.

Information Dissemination: JMI produces and disseminates project reports and other information to assist the justice system community and the public better understand and improve the operations of the justice system.


Network Groups JMI coordinates the activities and facilitates meetings of several groups interested in improving the management of trial courts and conducting research and evaluations of trial court programs and activities.
